Officers responded to the 1100 block of Douglas street shortly after 11 o'clock Monday morning, after several bystanders had concerns regarding the actions of the woman.
She had left the scene before the police arrived.
The woman is described as 20 years old, 5 foot 6, with a slim build and long brown hair.
She was wearing a black jacket, red sweater, and black leggings.
Vic PD asks that anyone who knows, or sees, the woman call 911.
