Janice Williams says the sight of garbage and human feces has become a common sight along Dallas Road.
She's started a petition called "Limit Abuse of Dallas Road Parking" after a neighbour shared photos of RVs parked overnight, along with trash and human waste left beside a garbage can.
"Unfortunately this area is being improperly used and abused by people who are camping overnight in vehicles along Dallas Road and leaving behind their trash, including human feces. These vehicles, and those who reside in them, are not respecting the park or local residents and something needs to be done to address the issue."
Williams says she's lived near Clover Point Park for nearly 11 years and estimates the problem has gotten much worse over the past two or three.
"My sense is that it's not just local people who can't afford housing, it's tourists taking advantage of free camping basically."
She says in the petition that those who live in the area have been subjected to an increase in property crime and some have even had the unfortunate experience of needing to access emergency veterinary care to address issues caused by drug contaminated feces.
"Currently, there is a bylaw that prohibits camping in vehicles in Victoria, however, the bylaw enforcement has informed residents who have complained that the city has directed them to neither ticket nor tow offenders. This isn't an RV campground, it isn't zoned to be a campground, so it doesn't have the facilities to be used that way," said Williams.
Nearly 100 people have shown their support in the online petition in just over a day.
CFAX has reached out to Victoria Bylaw Services but haven't received a comment as of yet.
