The BC Prosecution Service has received the results of an internal review of Larry Darling's prosecution for the murder of Kristy Morrey in Port Alberni.
The review has resulted in 12 recommendations.
In 2006 the body of 28 year old Kristy Morrey was found in her Port Alberni home.
According to court documents Larry Darling cleared as a suspect, but following an undercover RCMP operation in 2015 he was charged with first-degree murder.
However, the service stayed the charge after receiving more information from investigators, concluding the standard for charge approval had not been met.
Those standards involve whether there is a substantial likelihood of conviction; and, if so, whether the public interest requires a prosecution.
In statement the service says issues of case management, disclosure and the handling of exhibits and evidence created challenges in this case.
Senior Crown counsel Robert Wright led the internal review which was requested by the Ministry of the Attorney General.
He calls for increased staffing, ensuring all required disclosure is received prior to charges being approved, and that Crown Counsel be involved early in criminal investigations.
