Just shy of five weeks into her new job, a newly minted councillor in North Saanich has resigned.
In an email Thursday, Joscelyn Barnard cites an "unhealthy democratic environment for staff, council or the public," and says she will have no part of it.
Barnard claims she found a system that can be manipulated to silence persistent councillors, and suppress difficult information through "in camera meetings, threats of publicly-funded litigation, severance demands, and labor laws."
Barnard is calling for an independent, third party audit of the corporate culture and practices of the District.
No other community members ran for election in North Saanich during the municpal election on October 20.
All six councillors were acclaimed.
