It was a failed bid for amalgamation in the Cowichan Valley on Saturday night.
There was low turnout in yesterdays vote and it was Duncan voters who ultimately decided No to amalgamation.
At least 50% of voters in each municipality had to give approval with 58% saying yes in North Cowichan, but 68% of voters said no in Duncan.
It was about a 30% turn out as only 1230 people cast a ballot in Duncan compared to just under 5200 in North Cowichan.
Victoria and Saanich are next to discuss funding a citizens assembly to weigh the potential cost benefits and disadvantages of amalgamation.
